Paypal has limited my account until I re-confirm everything!!!!

limited account access--- Paypal has limited my account access . They have a long list of info requested. This includes my photo ID, bank info, social security , utility bill, proof of shipping on items sold ( My printer broke so I took items to P.O. instead of using PP shipping) proof of inventory, invoices etc. I have been using Paypal for the last 7 years. Why would I suddenly have to reconfirm EVERYTHING!!! CK

Help I don't have individual invoices for the 15 transactions they are asking about. I buy from everywhere-- flea markets-auctions-and anywhere else I find what I'm selling.The only receipts I have (and they are few) are cash receipts indicating that cash was collected.

fk ashley and fk paypal, 100 percent feedback no cases and my account limited, also several family members in other houses that dont even sell. seems paypal is making a nice profit holding funds by limiting accounts.

this sucks and most places required ONLY paypal. I don't like the monopoly here. Who needs Paypal? I have been purchasing with just the debit card information safely many times purchasing through barnes and noble and other type of online stores. Paypal needs to go. It requires more time to check out with a paypal than a debit card information and less convinient. I hate Paypal the first time i heard it.

I just had this same issue, and it really sucked. They wanted less information from me, but even after I did everything that was asked I still couldn't send money for 4 days. I was in the middle of buying some sporting equipment and because of their hold it ruined my weekend plans. The worst part was the run around I was given. After I did the checklist on the site I called customer service. They told me to write an email. I did that and got a reply that said to do the checklist and call them. I was also told the hold would take 24 to 48 hours to lift after I completed their requests, but it took much longer. The whole time the seller was upset with me because his view on the site said that I hadn't done what was asked "Waiting on buyer...". To top it off I received requests to fill out surveys, twice, as response to my follow up emails. I filled out two of them, but three times they asked! Sheesh.

So CK, I wish you luck, let us know how it goes!

paypal has very strong policy of securiry , i am still have a problem for 4 weeks still not resolved , every time i send dm what they ask they ask more and more .....never end !!! i feel was bad idea to choose dm first , i may give up on all this and look for deferent option

I followed up and called Paypal. The Agent I talked to said almost all new sellers have to go through pretty much the same thing --- Somehow I doubt that---He said once I submit the info they would make their "decision" in 24-48 hours.
What "DECISION" I am not appying for anything new that I know of. I told him I have gotten mortgages with less info. No answer for that either. Now I received an email saying they paired my info with my account and would have a DECISION on my APPEAL in 3 to 5 business days. I still want to know what "high risk activity " was attached.
What did I do that has me Appealing for my account? I will never recommend paypal again. I had been doing it for every sale in which the buyer did not have an account , Sorry people, I hope PP does not do the same thing to you! I wrote Ashley as suggested above we will see if she can shed some light on this for me. CK

This happened to me last week and I'm DONE with them. They said they "had reason to believe a third party had accessed my account".. no they didn't. I had to go through ridiculous steps (phone verification only works on a land line which is hard to find these days) and then my account still wasn't restored for another 14 hours. Don't try emailing, they don't ever respond. Don't try calling their customer support number. You have to find a hidden page on their site that gives you a stupid "web pin". After you've entered that you are presented with an automated system that forces you to talk out loud to navigate and there is no option to talk to an actual person. Paypal is a worthless company and their customer service is getting more and more non-existent every day. I'll use Google Checkout or pay directly with my CC from now on.

I'm going through the same process now and whenever I submitt something they say it's not acceptable, i've submitted my passport details, drivers licence, bank statements, utility bills, proof of actually purchasing the sold product, proof of postage and loads more. Its not customers security they are bothered about, its money. The longer they hold your money the more interest they build on what is held. It's probably how they make profit. I have family who work for the FSA and KPMG and they said everything i provided was leggitmate and the money should be released, it's our money they are holding so we have a right to have it. I'm sorry Ashley and i know its not your fault your just doing your job but PAYPAL are a sorry excuse for a business and the customer service that i s offered is shocking.

I had a friend with the same problem and she found a way round it by emailing the buyer asking them to request a refund and they buyer sent the money direct to her account using online banking, so you could do the same with a cheque. I'm not running around after paypal to claim MY back so i've taken the same approach.

Ashley, that's all well and good, but I still haven't received any details about this alledged activity. If there really was a breach then I have a right to know the details since it's MY financial information that was put at risk. I've asked and received no response about the details of the activity. The other huge problem (that you didn't address) is the lack of customer service:

-- Still NO responses to any of my emails.
-- No way to reach a live person by phone.
-- Extra steps (web pin) added to discourage people from even trying to call in the first place. If my account had been compromised then the the thief would have access to generate a web pin too, so what's the point?
-- Not allowing cell phones on the phone verification part of the resolution process. Who still has a land line anyways and regardless, it let me add a phone number on the spot so if it was someone else they could have added their own number. That step, even if you allow cell phones, makes zero sense.

Bottom line is I don't want to do business with a company who won't respond to customers, won't talk to them on the phone and routinely takes actions that make it a huge hassle to be a customer.

Please HELP

I have held a my paypal verified account for 4 years approx, my paypal account has been reviewed approx 4 times within the last 2 years which is unfair in itself, i sent an email to paypal yesterday to see what is happening, they got back with in the email it says appeal denied, the fact is i did not even appeal yesterday, all i wanted to know was what is going on, i rang today, they said they could not give any information due to security reasons, and told me to contact paypal business support again.

intially i was asked to supply some receipts last tuesday, i also submitted three tracking numbers which i have listed below, two of the items were posted out last tuesday as the auction had ended 1 to 3 days previously to the limitation by paypal, thelimitation was in enforced sunday the 17th October, the auction for one item the galaxy phone eneded on the 17th or 18th october, and the other phone it had ended on the 15th, i still went ahead and posted the items, i have even received postives for both of these items and other items sold, all of the infoemation was supplied within 7 days,

i have submited all of my id's statements and the tracking numbers listed below which prove that the items were delivered, i feel rally bad about this and i would like to know why my account has been closed, even after my account was limited with paypal, i did not list any more items on ebay, there was one item still for sale on ebay that was because it was listed a few days earlier.

I have had no complaints from my customers via paypal or ebay, i am willing to supply them with any additional information to prove my honesty, as i believe my honesty is being questioned, and i am willing to do more to prove this, it feels bad when everything that was asked for was supplied and is verfiable, then why has my account closed, i would like you to contact any of my buyers, i can give any delivery receipt you may require, my ebay account is mediamax9 i have 685 positives and only 1 negative which was not my fault, please help.

I am willing to reconfirm everything :)

Ashley, thanks for coming here and trying to help us out. I'm sad though that you can't give any more information than what we've all already heard. The responses here are very scripted. We know PayPal's policies all too well, we don't need to be educated anymore. We have issues with those policies, and with how they prioritize the protection of PayPal's legal agenda over our customer experience.

I'd like to not give up on Paypal, but it's proving itself unreliable. Ashley, I'm curious if you feel you can do anything to change this? My guess is that you're an exceptionally well meaning employee, but that the organization isn't giving you the tools or power to really make a difference.

I've had the same problem and lost $1500 because of it (because of ticket sales I couldn't process). I can see why PayPal has to be hardcore about security, but the process of reinstatement is very troublesome, and there's no clear reason why the account limitation gets triggered. The net experience is of alienation and frustration. Not the makings for a long-term customer.

I recently had an interaction with Smith Barney's fraud detection department and they were incredibly human and helpful. It was resolved in literally three minutes, leaving me with a very positive taste in my mouth. Given the increasing competition from Google and Amazon on the internet payments front, I think PayPal needs to do what it takes to humanize and smooth the necessary wrinkles in the process. Because you can bet that the few of us talking here are the very tip of the tip of the iceberg in discontent.

@Ashley, my emails to PayPal were sent over 2 weeks ago and still have not been answered. Unless you have a ridiculous number of emails coming in I'd say mine aren't ever going to be answered.

@Thor: I also found a company that is the opposite of PayPal when it comes to being good to work with. If I make a large purchase on my DiscoverCard (i.e. Big screen TV, etc.) I get a call from a real live human who asks me if I was indeed the person who just made that purchase and tells me they're glad it wasn't a fraudulent purchase. The whole process takes less than 30 seconds and my card is never put in a "limited access" mode or cancelled (unless of course I had told them it really was fraud).

The same situation with PayPal could have (and should have) been handled the same way, but the horrible automated process cost me precious time, embarrassed me while trying to pay for a purchase and ultimately lost PayPal a customer.

I have this limited account problem too. I have recently become a seller on ebay and I had no problems until last Tuesday. I went through the steps to confirm information and when I got to the "confirm location" step, it told me I would be getting a letter with my confirmation code in the mail. I just want to know if I will really get a letter or if that's a lie. I have money in my paypal account that I have been paid and I NEED my money. I have active auctions and I have had to pay for shipping OUT OF POCKET. I need help. As soon as I get involved with paypal, I have problems and I'm already very fed up.

paypal has limited my account's too both of them and says its because of a third party fruad. They want me to confirm my adress and add my bank info which i am not going to do. All this trouble jsut makes me think "seems like im not the only one having trouble with paypal, i guess they really want to have your bank number and will tell you that your account has been accesed by a third party so they have a reason to limit the account." I am also done with paypal... it took an hour jsut to reach the right person to shut down my account.

Ashley i have a similar problem. I am asked to confirm my bank account( i got limited) and i already had a bank account on file before the limitation. so i click the resolve button near the step "add and confirm a bank account" and i enter the iban and info of my account, but then it says that i have already registered this bank account and it gets me back to the resolution center where the "add and confirm bank account" step, still remains unresolved....
what should i do?

Have you tried sending them an email directly from their contact form? Because you are going to need to give them private information, it might be better to contact them through the official channels on their website. Try the "Email" link here: https://www.paypal.com/cgi-bin/helpsc...

Oh well lot of people was asking the same question over and over again well only cure for me is that i went to bank and i filled in a form that my card has been stolen and they ll make you a new card well try to make a new paypal account it ll work perfectly thanks

Same thing happened to me. They won't even tell me why. Well guess what paypal, your policy also has to abide with state laws....so prepare yourself! I am sick of paypal already. You don't protect the buyer at all. I sold a BRAND NEW tv and the guy wanted a refund, as stated on my ebay, I will not except returns! Well I got the tv back and guess what, before I even received it you fucking took 340 dollars out! Well guess what the "protected buyer" switched the lcd tv with a different one! So now even though the one I had sold was under warranty this one is not. Thank you paypal.

I got my paypal account open for 2 months now and they limited my account after one month and a week after we been having good transactions just because I don't have any credit! I'm a resident of the US for now 2 years! I have fax them pretty much everything I have and my account still under limitations. I haven't been able to use my money from my account for almost 3 weeks! We didn't have this problems before we just had to wait for the costumers feed back and they release our money but they never said anything about me needing to have credit to have a paypal account! We have receive good feed back from our ebay costumers... At this point I dont know what to do? I called experian and they can't help me they say I have to get a credit specialist in my area to get my credit report and this will take about a month too create!!! What can i do???Is this ok for paypal to do??? Is a big business and I'm running out of options because of this, the amount they are holding is pretty large!!!

Ashley youy are full of bs! and your company...i have lost my health care insurance because of the money you froze on my account for the past 6 m and nothing NOTHING , has been done. All the phone call conversations, emails, proofs of id, purchases...nothing changed and your are still holding my hard earned money! What a scam and a terrible company! A question for you Ashley how would you like if paypal holds your monthly checks?

I just opened my Paypal account. I have never used paypal before and within a week they posted a limitation message on my Paypal account. It says something about activity with my bank account. Like I said I have never had a Paypal account and I opened one up with my bank account and credit card info so that I could sell some phones on ebay. When I click on how to lift the limitations it doesnt give me anything to do and when I contact Paypal they just send me a computer generated message. I dont quite understand what is going on and what is happening. I cant seem to get any help on this matter???? Please help!
