I have this problem too! I recently moved house and made sure I updated my bank with my new address first before updating it on Paypal. I did, and Paypal wouldn't allow me to edit my billing address for my card, and when I contacted them by email, a rep got back to me and told me that they have disabled it, even though I didn't get any warning that their system has disabled it! This whole thing has made me so angry! They've done the same thing to my other debit card (this happened years ago when I first signed up with Paypal). The rep also suggested that I enter a credit card instead! I do not have a credit card, and I do not want to apply for one to get into debt and just so that Paypal would accept this kind of payment!

They need to do something about their system so that a card just wouldn't be disabled on their system for life! >=(

l like many 1000's of ebayer's have been terribly treated by Paypal and their cavalier could-not-care-less atitude to their customers....this debit card fiasco has also happened to me and l have no answer other than to advise you and everybody else who simply do not get anywhere with Paypal to simply initiate A SMALL CLAIMS court action against Paypal, you do not need a lawyer and the citizen's advice will give you all the gen.
lf enough of us ebayers who have been terribly wronged by Paypal join together and instead of letting them ruin us...drag Paypal through a small claims court.
They think that they like the Kray's are a law until themselves...come on guy's let's prove them wrong.

I don't know, and I'm not sure if they will, at the rate they're "helping" people out, I doubt it.

With things like this happening, it makes you lose your faith and trust with this company.

Wow, im moving home next week, ive only got 1 card, it cant be disabled. It CANT!

HI,
recently my credit card was renewed, iam verified paypal business member for 5 yrs now,but to my shock, when i edited the expiry date and CVV of my existing card, it says "Bank declined" contacted bank with mail/phone, they say Paypal its not a fault at their end.
Tried removing the card and re-adding it, now paypal doesn't allow me to add the card which i've used for 5 years already with hundred of dollars every month and with no fraud at all.

the card has enough balance. works great at other sites, merchant outlets etc.

Iam getting sick of this problem, and i don't know why mistake i did.

even i had the same problem now with two of my debit cards. in the past i used the two cards. never had issues. never had necessity to verify with paypal. now i have issues with two cards on all online shops that has any thing to do with pay pal. every time i m being charged INR 25 for every failed transaction. I am very sad and worried. all i get is your credit card has been declined for this transaction pay pal could not validate your account. when i tried to validate in online site paypal.com (where i have an account that i never used). i tried to validate my card but i got a msg that card has been refused by the bank that issued it to you. i contacted the bank and every thing was fine. i m worried please some one help me

It's an automated system. So we need someone at PayPal who can tell the computer system it's wrong.

Some time ago i we had same problem. After trying and talking with people from PayPal i founded source of my problems. It was on the Bank side. I have setted daily limits on my CC and my bank isnt very communicating in a cooperation with paypal => my bank dont tell paypal why, but only decline payment => paypal dont know source of a problem and use a standard message for unknown error:

We were unable to verify your credit or debit card. To proceed with your purchase, please select a different payment method or add a different credit or debit card, then click Continue.

That was my case.

Same problem as GHPK. All I needed to do was update the expiry date on my card and now Paypals system says that it was declined. The bank has no record of declining the card. Paypals phone support is hopeless for international calls. The automated system doesn't accept country codes or the tones that my phone generates. Once I got to talk to a real person they insisted (THREE TIMES!) on connecting me to an automated "international" system that didn't pick up the phone tones and had no fallback to a real person!!

It all come's down to this: it is a utter waste of your time contacting Paypal for a straight or reasonable reply...you will NOT get anyone of these...as Paypal have no scruples..they are as we all know a law unto themselve's, ALWAY'S HAVE BEEN AND ALWAY'S WILL BE...they steal/lock/hold our money...they ruin us...and they alway's get away with it.....they have to be the most corrupt mob since the Nazi's.

They are, it seem's to me, beyond the law, which is why they get away with theft...they have stolen £300 from me.
This may not seem to be such a big deal to some of you poor people who may have had larger amounts stolen by Paypal...but this amount has gutted me as it is all that l have and those bastards at Paypal have been leading me around and around and around the garden path for nearly two month's and l am still no better off, they have lied to me...they have promised me...and what have l ended up with after all their promises? nothing!...mind you Paypal appear to doing OK...as they are getting interest from the money they have stolen from me and also from all you guy's.

Paypal make me sick!!...and that non-person JASON...he is just a fucking joke...a robot..he does not even exist....why is it people write to him?

Paypal have used the money they have stolen from us on this JASON/OUR OLD MATEY thing and what a utter waste of time that has proved to be..

paypal have held £6019 pounds of my money since nov 2009. i have not done anything wrong..all i did was sold item on ebay and left the money in paypal as i new i would spend it if it was tranferred to the bank...this is a fucking joke company...they have left me on the streets...please please please the british government do something about this..this paypal company is killing your people and playing with their livelihood..BEWARE OF THIS JOKE COMPANY...if we all stop using them more people can set up businesses and make more money and there will be less fraud and holding peoples money for 6 months

I do not understand how to solve this problem, though my credit cards have been added to my account successfully. Each card gets charged for $1 (one-time payment) in order to be added to your account. I cannot complete checkouts when using PayPal until I do solve this problem with credit card verification. What to do next? Help me who can...

I'm also experiencing this problem when trying to make a payment with a card I use all the time on the internet to pay bills and buy stuff.

Why is PayPal such a horrible company?
How on earth did we let them so dominate online payments????

My problem is little bit different but still very similar ... My credit card is expiring at the end of this month (i.e. tomorrow) and I am trying to update details following the procedure received in e-mail from PayPal. However, each time when I am sending data, I am receiving message

Your credit or debit card has expired. Please update the expiration date
for this card or use another card.

In the other words, they are sending me to perform the same procedure that caused error message. [BTW, even my old credit card is still valid] I've tried to contact their customer support but got only repeated instructions that are generating error message above. In the other words, they are explaining problems in their software by "it is always customer's fault" and "customer is moron" policy.

Fortunately, I have other card linked to my account so I can still use PayPal (not that I do like that, but their monopollly in on-line payments is forcing me to do that) ... until it's expiration :-(

That's too bad, I've been seeing a lot of places recently that use http://www.payvision.com/index.htm since they're capable of accepting international credit cards, it might be a good alternative to Paypal.

I have the same problem. My old card expired and I got a new one, but when I link and confirm the card, what I got is this message for 2 days: "The Card Verification System used by PayPal is currently unavailable. Please try to add your card at a later time. We apologize for this inconvenience." It seems that some thing is wrong on PayPal side?
