I was wondering if it is acceptable for people to copy PicApp images to their computer hard drive, and then upload them to a site without any link back to PicApp, or even an acknowledgment that the image came from your site? (on the page where the photo appears)
Can you please clarify what may, or may not, be allowed in this area?

Downloading Picapp images is against our terms (http://l.pr/a483y/). Images that are being downloaded or used against our terms cannot be legally licensed from Picapp as long as in violation.
Even though there is no need to credit Picapp for the photos, it is necessary to use the embed code in the given format. This is essential for our ability to track impressions and pay royalties to the content partners and photographers who work very hard to produce this content. The ads we present in the linked photo gallery pages were created for this exact reason and are the mechanism to drive royalties to the content partners while making the content free to use for publishers.
In case you could not use our embed code or content in the designated format from some reason, we would be very happy to learn from you what happened and will do our best to help.
