When I add a new post to the rolling schedule they are not being added to the top of the stack.
This just changed Friday evening May 6th 2011.
Is this a permanent change, or can this be fixed?

No it is not fixed. You just flipped the display order but not how items are brought into the rolling schedule.
When I add something to the rolling schedule it gets inserted into the stack as the next item to go out.
It used to be added on top of the stack. If there were 10 items, when I added something to the rolling schedule it would be the 11th item.

Hi there have been no changes to the core functionality of the rolling schedule only the display.

Aslo, if you click the second nav option "display by last added", does it do what you expect?
(1st and 2nd nav options were flipped) -
