Auto Reconcile after accepting downloaded transactions doesn't happen any more

I had most of my quicken accounts set to "not automatically enter downloaded transactions" but let me review them; and then to "reconcile automatically using online balance". After manually accepting my transactions, I would click "accept all" or "done", and all the "c" next to the new transactions would change to "R". Recently, this no longer happens on many of my accounts, and I cannot find any setting to restore it. I have 2 Citibank credit card accounts. They are identical accept for the account numbers. One auto reconciles, the other does not. The screen showing "reconcile automatically using online balance" does not seem to be available in any way I can find. Is there a way to get the accounts to auto reconcile after clicking "accept all"? Deactivating online download and re-enabling it does not work.
Quicken 2017 H&B R6, Win 10x64 latest updates.

Have you tried manually initiating a reconcile?

It's definitely not as intuitive as it should be.  First, from Tools > Account List select the account you want to change and choose "Edit".  Under the Online Services tab, remove the checkmark next to "Reconcile using Online Balance" in the bottom right hand corner.  Click OK to close the dialog box.  Now, go to the account and initiate a manual reconcile (Ctrl-R).  Now at the bottom of the pop-up you will see the two options "Alway use Online Balance for this account" and the one you're looking for "Auto Reconcile downloaded transactions."  

Why all these options aren't in one place on the edit Account dialog window, I don't know.
