QWin 2017 Premier (R6): Cannot download Capital One Credit Card transactions

I've had a Capital One Credit Card for over 3 years and have downloaded transactions to Quicken with no issues. The problem of not being able to download transactions started in March after Capital One updated their security. I purchased a new Quicken 2017 hoping it would fix the problem... no luck.

I have talked numerous times to Quicken Support as well as Capital One support. I have validated and repaired my Quicken file several times. Nothing has worked. 

Here's what I do know: 
(1)  When I set up a new "Capital One Card Services" account in my existing Quicken file: 
  • After entering my online credentials, it searches for my card on Capital One Card Services and indicates that the account it found is an "Unknown Type".  I have tried "Adding" the account as well as "Linking" the account.  Regardless of which option I select, I then select the "Unknown Type" field, which gives me 3 options: "blank", Checking, or Savings. There is not a "credit card" option. 
  • Quicken then adds a "Checking" account with the nickname "Quicksilver xxxxxxx" but does not download any transactions.  
(2) When I set up a new "Capital One Card Services" account in a new TEST Quicken file:
  • After entering my online credentials, it searches for my card on Capital One Card Services and automatically added a new "Capital One Card Services" account. 
  • It did NOT ask for a 1-time code.
  • It did NOT ask what Account Type.... it knew to select "Credit". 
  • It downloaded 90 days of credit card transactions. 
One person I spoke to at Quicken said that Capital One may have not been sending the correct account type indicator over. But if that were the case, why will it set up the account correctly with a new TEST Quicken file. I cannot just start a new Quicken file as I have many years of activity and numerous financial accounts. 

I have been manually entering Capital One credit card transactions for 2 months and it is really getting old.

If anyone has a solution, it would be much appreciated.

Do you have other Capital One accounts or just the one credt card?

I have the EXACT SAME issues as Geri Price has.  Just not with a Capital One card.  I have this issue with checking/saving and credit card transactions at two different banks.  Any ideas?????
