Cannot manually download transactions from my banks into QN16

When I try to manually download transactions from varies bank site  into my QN16 . Windows 10 attempts to turn off Quicken and install missing files. then gives a error message.  One step update works ok. This problem started today May 19th.  I have the release 12 installed

  1. Did you recently install a Windows update?
  2. What version of Windows are you using?  

To get the exact version of Windows, you can go to the Start menu, click Run and type "cmd" (or, in Windows 10, right-click the Start/Windows menu on the left of the toolbar and click Run).  In the prompt that appears, type "winver" and a Window with the exact version number will appear."

Same problem here.  Error code 1706.
