Display a prior date Register

Today, while trying to troubleshoot a Register balance discrepancy, I discovered that QM2017 (4.8.3) does not have the capability to display any but the current-date balances. It would be extremely helpful if one could go back in time so to speak and display a given Register at a specific prior date For example, what was the Register balance (and entries) as of 12/31/2016?

Have you looked into the Date Range selections available for displaying a register?
If you select "All Dates", "All transactions", "All types" and if the register is sorted properly by Date (ascending or descending as you prefer), the Running Balance should be correct for any date within the register.

You can certainly go back and look at the balance on a prior date. But I think you're talking about having all the transaction data display as if you hadn't made any changes since that past date.

This would require Quicken to maintain, in the file, all the edit history every done (a lot of space). And provide some sort of "time machine" to go back to look at a specific date. I don't think that's going to happen. Especially because....

Guess what? The macOS already provides this functionality. And it's called, guess what? Time Machine. If you haven't set up Time Machine on your Mac to backup to an external drive, you really should do that for many reasons beyond the one here.

Another way of getting prior balances is to use the "Net Worth Over Time" report. This will only give you balances as of month-end, but it should help you isolate the month in which your discrepancy is occurring.

On each register, click on columns and check balance, your balance in that account will be shown on each dates entry.

I really do not understand the request...

This is the key statement, I think: "what was the Register balance (and entries) as of 12/31/2016". I think the OP wants a time machine function within Quicken so you can revert to see the transactions that existed as of a certain past date, even if they've been deleted or changed since.

In Quicken Mac, you can access ANY register with ANY date and with ANY balance as of that date.

Make sure you have the INDIVIDUAL account register displayed.  Most new users are in the Account Group or Account Subgroup, which do not give account balances because they are a mixture of accounts.

Select the three dots above the Account Sidebar.  Click on "Expand All Sidebar Groups".

You should NOW see ALL your individual accounts below all the Subgroup Headings, such as Banking, Cash, Credit Card.

Click on the individual account name to display the register.  If the Balance does not appear in the far right, click on "Columns" below the register and select Balance.

You should be good to go now. You can scroll up and down the individual register and see a running balance by date.
