Do you still offer a stand-alone product (Quicken Deluxe) for Windows?

All Quicken versions are stand alone products.

The software is downloaded to your computer.  The data resides on your computer.

Quicken for Windows versions are: Starter Edition, Deluxe, Premier and Home, Business and Property Rental

Quicken for Mac versions are: Starter Edition, Deluxe and Premier.

If you subscribe to one, you get both the Windows and Mac versions.  The data files are not compatible between the two versions.

All Products are not stand alone. As I found out you have to the computer connected to the Internet to actually install. Since I do not use it on a computer connected to the Internet, it will not install. I have sent back asking for a refund since I opened the package purchased at Office Max and thinking it was a stand alone product. My return has yet to be processed and of course Quicken cannot even tell me if they received it. 
What you asked is different than the original question.

Yes, Quicken is a stand alone product.  It is NOT cloud based.  The software and data reside on your computer.

But yes, you need an internet connection to download and install the product, get periodic updates and download online features such as transactions and security prices.

Do you have a local library with internet service?  Starbucks?  Apple Store?  Anywhere with internet service?

After the initial install and registration, you "should" be able to run Quicken without an internet connection...according to Quicken.  Personally, I'm not sure I would believe that statement as I get prompted periodically for my Quicken ID and password to verify my version.

It can't be installed on a computer without Internet access on that computer. The disk that is sold immediately recognizes that you are not online and nothing further will occur until you are online.

From what I understand the CD has nothing more than downloader program on it.
It downloads the actual install program.

That is correct. I wish I knew that before I purchased. Once I opened, Office Depot does not take back. It is a pain and I have no idea if Quicken even received my request for refund. 

Silly me for thinking that buying a disk of the program would actually contain the program.

If I subscribe to the yearly plan, then cancel my subscription, does the latest version I have on my computer continue to work?

All versions of Quicken sill continue to work in manual entry mode (except for the Starter Editions) if your subscription expires.

Also note that much better deals are being given through Amazon, Best Buy, Staples and Office Depot than the one's being offered at quicken.com

A few more notes:
- by default, every purchase is considered a subscription
- if you buy from Quicken.com, subscription starts the date of purchase and by default, account is set to auto-renew
- if you buy from other retailers, subscription starts the day you activate your code. If you supply your credit card info when you register, account is also set to auto-renew.
- if you do not want to auto-renew, you can change the setting in your account.
- online functionality, including downloading data stops on expiry unless you renew. Currently, renewal periods are either 1 yr (from Quicken.com) or 24 or 27 months from other retailers.
