Paypal not downloading transactions as of Jan 2017

I use use Paypal for my eBay transactions, and had been able to use my One Step Update for the downloading those transactions directly from Paypal - up until around Jan 2017 -
Now - we get an error message that Quicken can't access the server.... but only for Paypal -
And, if I go to the Paypal website, and view the transactions, there is an option to download to Quicken, but only in QIF format.

WELL.... I did the usual "fix it" -
Delete the Online Services entry -
and then RE-establish the Online Services entry -
and it appears to have re-connected and downloaded....

The proof will be next week -
to see if it still performs the connection and download via One Step Update
