Allow technician notes, both public and private

It would be invaluable to be able to add technician notes to incidents, both ones public to all users viewing the incident, and private ones viewable only to fellow technicians. The addition of two text boxes inside the incident to allow this functionality should be adequate. It would even be helpful to add one more text field for the user to be able to enter in the steps they have currently performed in attempting to resolve their issue.
