was playing with some settings and here is how to get flash banner or background to your website.

1. go to layout in site admin and create html block.
2. inspect that blog on the page to get block_ID
3. place code bellow to html block in layout page, change "LINK" to SWF link of your file.
You can play with resolution ofc, I was using it as background on a website.

4. go to theme editor and place this CSS code to you theme, Change 623155 to what ever block ID you got from step 2. Click Update and Apply, got to website and refresh page.

#block_623155 .box .header { background: transparent; }
#block_623155 .box .content { background: transparent; }
#block_623155 .box .footer { background: transparent; }
#block_623155{position: absolute; width: 1920px; height:1080px; top: -250px; left:200px; z-index:-1; }

the only problem is that this flash will only work on a page where you created HTML block, if you want it on every page, just repeat all the steps for every page.
