Tracking who we've sent email notifications to

There seems to be a quirk with the email option in the notes field that is found on the right hand panel of the ticket. When I create the note, check the email box, select who to send the email to, it works fine. However, after I hit "Add," if I go back to check who the note was emailed to, instead of check marks showing up in the 2-3 users I had sent the email to, there is only a check mark in what seems to be the user who is assigned the ticket. I'd like a way to confirm that the note was sent to others. I hope that makes sense.
