Songbird has detected " USB Reader", but no storage is available at the moment. To enable access, select "Mass storage mode", "USB Drive" or similar option on your device.

I keep getting this message, what I'm I to do. Thank you.

This message is displayed because Songbird sees a device ("USB Reader") with no storage attatched to it. I guess this is a card reader or similar. Because there is no card in it, the device is there but without storage. If you don't want to sync to a Card in the Card Reader, ignore the device, and you won't see the message again (afaik right-click and choose 'Ignore' or a similar entry).

I get this message about all my external hard drives. I would like to use them for storage. What gives?

It might help if you post some more information:
What OS?
If Windows, do the external hard drives appear with a letter in Windows Explorer (like "E:" or something)?

What are you actually trying to use it for (sync via MSC AddOn or for main Library itself)?
