What does "Merchant country not supported" mean?

We've recently taken over a Spreedly account and thought we could implement a Paypal gateway. However, we've now had four renewals that have failed due to "Merchant country not supported". I would like to know what this means? And whether it can be resolved? I guess it means that the Paypal integration is not supported for an account from the Netherlands (where we're based)?

Please let me know if you need any further information.

Spreedly Subscriptions requires PayPal Website Payments Pro, and that message means you only have PayPal Standard. I don't think Pro is available in the Netherlands, so you'll probably need to look at alternative processors.
