Is ignoring facts an act of bias?

There is an AP story in today's print edition and on the web site about resumption of Israeli-Palestinian talks that contains the following: "the militant Hamas group in control of Gaza will complicate the talks. Hamas is not part of the negotiations and has said the talks will be futile."

Why isn't Hamas described as the winners of an election in January 2006 for the Palestinian Legislative Council (PLC), the legislature of the Palestinian National Authority (PNA)?

Wouldn't that be more accurate and less biased?
