temporarily disabling poprl.com

I just had word from the guys at poprl.com, saying their servers had been compromised, and links don't go to where they should be going. For the time being, we will be using a different shortener, even if you selected poprl.com as your preference.

As and when their issue is resolved, we can re-instate poprl.com shortening again.
