Putting city comparisons on a level field

You seem to have used each city's legal boundaries, which makes it difficult to compare.

Ottawa amalgamated with ten townships and minor cities to create, in 2001, a city with 90 percent of its land area remaining rural. This would, I assume skew its walk score downward, vs. Vancouver, which has no rural land, and even excludes much of the suburban land within its "commutershed."
