If you are attempting to change your background image, and it won't change, AND you have cleared your browser cache, then the problem is probably with content on your home page.
If you have ever added codes or copied and pasted content into this page even if this was done months ago it can break the page so it's not fully editable.
If this is happening to you, take the following steps:
1. Go to "manage pages" and create a test page.
2. Use the "switch home page" button to make the test page your home page.
3. Go to Modify template.
4. Change the background image and SAVE.
5. View the new home page.
If the background image has changed to your new image, this means that the original home page has content that is breaking the site designer. You will need to use the new page instead of the old home page.
TYPE, do NOT copy and paste your text into the new home page. Once you delete the old home page, you can rename the new "test" page to "Home".

This didn't solve my problem, even though seemed most likely to. Turns out that the solution to my problem was a lot simpler than I thought. Apparently filenames aren't supposed to have an apostrophe. =P That's a derp on my part. Thanks for posting this anyway. I'll keep it in mind for the future.

It is not working for me. I cleared cache and I changed Home page. I changed the background image on this page before.
When I changed the Home page and went to Modify template, it won't let me select a background image. When I put the cursor over the image, the cursor changes to the finger pointing but it won't select.-
It looks like you are currently using Sitebuilder 2, which is an older editor that has been deprecated and is no longer supported.
I'd suggest switching the site to Sitebuilder 3. Use the "SITE3UILDER" banner at the top of "Manage Pages " in your account to switch. -
