We've received various inquiries about what it means to be a provisional user. When you create a free account with www.webs.com, your account is provisional for the first 7 Days. This was introduced as a security feature for FREE accounts only to avoid possible phishing, malware, spamming, etc.
As a result, there are many features which are NOT available until the account has been placed into non-provisional status.
There are only TWO ways to avoid Provisional Limitations:
1.Upgrade to A Premium Account
Premium Account holders do not have to wait the 7-Day Period and have access to all features included with their individual packages.
2. Wait the Full 7 Days
You will be able to access all unavailable features after the 7-Day period has ended. This means that you will need to wait until the 8th day to be able to access those features.
For example:
You create a free site with www.webs.com on January 1st. On January 7th you attempt to access a feature which is not yet accessible for Provisional Users.
You will not be able to access that feature of the 8th day of January seeing as though the 7th day is still included in the 7-Day period.
These are the only Two options available to forgo the Provisional Period. There are no other exceptions to that rule.
As a Provisional User, what CAN'T I do?
Here's a list of a few features which you will not be able to access until the Provisional Period has ended.
Payment buttons
Paypal Buttons will not work for the first 7 days on free accounts. You will be unable to add Payment buttons anywhere on your site (Sidebar, Normal Pages, etc)
Form Pages
Users will be unable to add Form pages to your site. This is not to be confused with the Forum Application which is much different. Web forms are a means to collect information from visitors to your site for future site use. You will not be able to add Custom Form pages on Free OR HTML-Only account until the Provisional Period has ended. Please note that the default "Contact Us" page will function properly. However, if the page is edited at all, it will unusable until after the Provisional Period has ended.
Embedding
HTML-Only users will be unable to add iframes, embed calendars, chatrooms, etc. In addition, JavaScript cannot be added to the site's framework.
Files
.Zip, .exe, and .html file types cannot be uploaded via the File Manager. These types of files will not be available for use until after the Provisional Period has ended. You'll need to upload the files again after that time. There is a file-size upload limit of 750Kb.
Video Files cannot be uploaded via the Video Gallery nor via the Video Uploader on normal pages during this time.
Provisional Users will be unable to rename files or change file extensions within the File Manager. Any file names that may need to be updated/changed, will need to be done outside of our platform.
Bandwidth
Provisional users are limited to 100 MB of Bandwidth for the first 7 days. After that, the bandwidth will increase to 500 MB. Provisional Users do have the option to purchase up to 200 Gb of additional Bandwidth within the Credit Shop however, that bandwidth allotment will not be available until the Provisional Period has ended.
Redirects
Redirect Links cannot be used to direct your Homepage to another site.
Please note: Any Premium Accounts or account older than 7 Days should not show any error "Provisional Account Error Messages". If so, please be sure to create a new topic here and include your Site URL and username. We'll be happy to take a look into your account for you!

Free users can create sites, upload pictures, videos, audio, create blogs, galleries, calendars, get members, send email blasts, etc., all without purchasing any premium services. :)
The premium upgrade option is for those users who do not wish to wait the week for full access to things like uploading executable files.
I apologize if this was unclear.

Thank you for your honest words. You raise a good point and I hope you understand that of course we trust you, however, our algorithms are here to avoid some abusive behavior we have seen in the past. That said, I can offer you an exception and fix this problem for you if you send me your site address.
My suggestion is to find a different way to qualify people that doesn't hurt those that are following the rules. Paypal will freeze your account if they find out otherwise.

Does the provisional period RESTART upon ANY editing of the webpage? or is it 7 full days after the INITIAL creation of the account? I am still in the process of creating my page, but already have it published and am not able to submit forms, I receive the error message that I must wait the 7 days before submitting forms, but I need to know if I need to not do any editing to my page for a full 7 days so that the forms will become active asap!! Please respond as soon as you can! Thanks so much!!

Thanks for contacting us. The provisional period does not restart after you've edited the page. It begins once the account is created and ends on the 8th day. You will not be able to edit your forms until the 18th of May.

Great question. Our provisional limitations are based on individual sites and not Webs IDs. This simply means that if you create a new free site, provisional limitations will be placed there. However if your account was created some time ago and you're still seeing the issue, you may need to try adding the button to your site again.
If you attempted to add the Paypal button to your site while your site was still provisional, you'll still see the issue until you manually add a new button.
