I believe this would be a vast improvement to the service as alot of people, myself included, build their sites in SiteBuilder mode, only to later find out that to use FTP you have to be in HTML only mode.
This means that you have to downgrade, which in turn means you lose everything you have already created, written, uploaded etc, as you can't back your site up unless you are in the HTML Only Mode.
I honestly believe that this function should be implemented, or if it can't be implemented is written somewhere for you to see either as you sign up or when you go to purchase a premium package.
I can't understand why it isn't already set up to work in SiteBuilder mode especially after purchasing premium. If the team was to implement it, you could possibly set it so that only Premium package users could take advantage of this facility? One more incentive as to why you should upgrade.
I would be extremely happy if this was incorporated as right now I am having to find temporary work arounds that do not involve FTP access, which is proving very trying and tedious if I am honest.

I already have sites built up using another program. I should not need SiteBuilder (I find it awkward, restrictive, and confusing).

I have a website template i want to upload to my account. I purchased premium services while in the Site Builder mode, and then downgraded to the HTML only mode. The FTP service is not automatically provisioned so I need my FTP access provisioned for me. Thank you

The problem I have with having FTP access is the fact that Webs does not allow PHP or any other form of server-side scripts that would otherwise be the majority of the point to use FTP in the first place.
For instance, I use FTP to modify my website hosted by 123-reg. I would use ASP.NET and Visual Studio to develop my website in, and then update the website without of course having to upload the files manually. That is the entire point of FTP.
Using FTP with the SiteBuilder would be a pain in the absolute arse to implement, but maybe website hierarchy building with the idea of FTP with limited functionality may be an option, since uploading files manually is not identified by the SiteBuilder automatically at this point in time.
I think I see where you are coming from though; you have the ability to improve on or update your HTML pages associated with or originally created by the SiteBuilder in a website development client such as Dreamweaver, and essentially being able to update things like JS scripts and the headers. It would be nice, of course, if you had maybe a "code view" for the pages you are editing/creating in the SiteBuilder, essentially removing the need to purchase FTP-related web authoring products such as Dreamweaver.
Another nice addition would be to assign "head" tags as part of the website template, so that every page has a specific amount of automatic "head" tags and tag-related data in order to work. For instance, every page you create in the SiteBuilder automatically adds things like "< link href" and "< base href". In the code view, you could essentially add new tags within the header, with the ability to update all pages with the new code and of course the option not to and only retain original code. This is of course the same with all pages created in the SiteBuilder, but that added code view ability would of course make lives easier without the need to downgrade to the HTML. -
