Webspace refers to the space used by the files in your account. These can be sound files, videos, images, as well as other types of files.
Webspace is different from bandwidth. Bandwidth measures the amount of files being downloaded (viewed, watched, and listened to) from your site, and is an amount that resets every month.
Webspace is more like a storage unit where you keep your old bikes, college books, and furniture that doesn't fit in your new apartment. Once it's filled up -- you either need a larger space, or you need to get rid of some of that old stuff!
You can view your webspace usage in the Site Settings area of your account.
How is webspace measured?:

1024 bit = 1 kb
1024 kbs = 1 mb
1024 mbs = 1 gb
How much webspace does a (picture, song, video) use?
It really depends on the file. An image can be 40 kb, for instance, if it's tiny, or it can be 40 Mb, if it's absolutely humongous.
How much webspace do I get?
Free users get just over 40 Mb of webspace.
Domain-only and Ad-free users get 100 Mb of webspace.
Starter Package: 400 Mb
Enhanced Package: 1,000 Mb
Pro Package: 5,000 Mb
What if my members use up all my webspace?
When members upload images and videos it doesn't use your webspace. Those files are stored somewhere else, not in your file manager, and therefore they are not counted towards your space.
How can I reduce my webspace usage?
You can delete files you no longer need or you might be able to reduce the file sizes. You may also consider using the option to embed images from Photobucket - those won't use your Webs webspace.
