For the past few days I was having the issue where I would update my site via the Site Manager, but the changes would not appear. (Strangely, they would appear when viewed via mobile, just not on computer.) And it looks like this is a widespread issue so I thought I would share what worked for me, since Webs Customer Support doesn't seem to be addressing the issue yet...
Basically you are just going to be deleting and re-uploading your stuff, though you may not need to do it with everything. Here is what I recommend:
1) If you haven't already done so, back up a file by doing the following: go into Site Manager; pick a file you're having this issue with and go into 'edit' mode; copy all text; paste into a program like Notepad; save (make sure to name the file with something ending in ".html"). Make sure you're actually saving the most up-to-date version of the file, with the changes you want to be seen (that seems painfully obvious, but I thought I would mention it anyway since we're only human and make silly mistakes sometimes).
2) Once you have saved that file, go back into Site Manager and delete the original.
3) Re-upload the file and view it to see if your changes are finally showing.
Voila! This is what worked for me and allowed my site updates to start showing again. Strangely, after doing this, I tried updating my site normally and everything worked as it should. Go figure.
I'm guessing this solution won't work for everyone, so you have my apologies if it doesn't. Hopefully Webs will address this bug soon. =/
