Penguin experiment - what to do?

I'm not sure who to actually direct this to, but was extremely distressed by an article on the Guardian website today regarding an experiment on penguins (on a treadmill) which struck me as both unnecessary and cruel. As a concerned member of the public, who can/should one contact about this type of thing? The article is to be found at https://www.theguardian.com/science/2... I see no purpose in this research and it will have caused incredible distress to these creatures. This should not be allowed.
