Eye-Fi Center 3.4.26 installs, but will not properly launch

EDIT:  Needed the latest version of Adobe Air, followed by a reboot.   Not sure why Air wasn't installed as a pre-requisite, because the MS VC++ 2005 Redistributable was....   

COMMENT:  Some documentation on the software pre-requisites would be nice, i.e. listing Air/VC versioning minimums for the different Windows flavours.  That way we can ensure our machines meet the minimum, if the installer isn't going to do it for us!

Windows 8.1, 64-bit, all patched and up to date, on a brand new laptop.

Helper is resident in the system tray, but when launching the Center, all that appears is an icon in the taskbar, with no matching window on the desktop.  The window is  not minimized, as the standard remedies (clicking on the icon, right-clicking & restore) do not work in this case.

It appears as if the application has been launched, but no window has been spawned.   Hovering the mouse over the icon shows some sort of window in the thumbnail, but nothing gets displayed on the desktop proper.

It also did exactly the same thing on my XP SP3 system.

What gives?  The card is useless if I can't get into the Center software to configure the network.
