Yes, the PeaPod III's attachment allows for you to place it anywhere along the length of the deck. In your instance, you'd mount the child seat towards the rear of the deck and then place your older child in front on the forward deck area.
In the photo below, the forward child seat would be removed to allow room for a child to sit.

I think this relates -- I know the weight limit, and my kids are well under it, but I can't get sense of whether the double peapod set-up will work size-wise for two 4-year-olds. And striking out on local test drive options, alas.
Do you have any pictures of actual "big kids" in both seats as configured on bike?
I'm eager to do my free radical conversion, but I have to figure out the kid seat question. We commute on very busy city streets and I'm not really ready to do the no seat thing.
